August 28 news, at the Huawei Beijing City Summit 2020, Chinese Academy of Engineering academician Ni Guangnan gave a speech, saying that although the domestic chip industry is restricted in 7nm and above processes, China's existing semiconductor system can meet the needs of new infrastructure and key information infrastructure businesses.

“Even if domestic manufacturers can only use chips based on 14nm/28nm processes, after switching to a domestic system, there will be no major problems in data centers relying on the optimization of manufacturers' software and hardware.”
In his view, given the current international situation, it should be carried out under the pattern of "domestic circulation as the main body and mutual promotion between international and domestic circulation", which will reduce the impact of external factors and give full play to China's advantages and market potential of the ultra-large-scale market.
Ni Guangnan also emphasized the need to give full play to the advantages of our software and hardware integration system and ecosystem.
“Russia's component level is not as good as China's, and digital circuits are certainly not as good as ours, but the entire system is very advanced, relying on its advanced overall design, advanced system design, and the coordination of hardware and software comprehensive functions. We should learn from Russia's experience, such as overcoming the shortcomings of digital circuits with analog circuits.”
He cited the example of our BeiDou system needing to improve overall performance, not just relying on individual hardware satellites and communication equipment. “BeiDou 2nd generation single-point positioning has meter-level accuracy, but the same receiving equipment has not been changed. With the same equipment, we transmit enhanced information, and after receiving this enhanced information, the positioning accuracy can reach decimeter level. This is the optimization of system design, achieved through comprehensive hardware and software design,” Ni Guangnan said.
